The Garfield Block development is a proposed residential and artistic community to be developed at the former site of the African-American "Black-Bottom" community.
The initial focus of the development is to be along Forest Avenue at the existing church. The church was to be converted to the new home for the Arts League of Michigan.
Two existing, abandoned, buildings on either side of Garfield Avenue were to be restored to new apartments for local artists.
An underground parking garage with a public performance space above is to be created in the interior of the northernmost block.
The final phase of the project was to be the construction of new market rate housing and office space along the length of John R Street.
